Our beloved Region II Director and friend, Colonel (Retired) Keith A. Scragg, passed away on November 29, 2014. He was a 1972 graduate of the Citadel, where he earned a Bachelor of Science Degree in Business Administration and earned a commission as a Second Lieutenant in the U. S. Air Force.
His association with the Selective Service System began in April 1980, where he served as a Reserve Force Officer in Florida. After a short break in service, he returned to active duty at the RII HQ in October 1984. He served in many roles during his tenure with the Selective Service System, some of which are Reserve Force Officer, NHQ Operations Staff officer, and Executive Assistant to the Acting Director of the SSS. He was appointed as the Deputy Region Director after retiring as a Colonel from the U. S. Air Force in May 2002. His appointment as the Region II Director occurred on January 25, 2004. Mr. Scragg was a member of the Honorary Commanders Association and also served as the President of the General Hershey Chapter of the Reserve Officers Association.
“Keith,” as everyone called him, was well-known for his dedication to his family, friends, church, and the Selective Service System. He spent most of his work life trying to make the Agency better and stronger, and did so in a way that brought honor to the Selective Service System. He was a man of character and integrity and was well-known in Region II and his community as being a man who had a gift for serving and helping others.
Keith received a myriad of awards to include the Legion of Merit, Defense and Air Force Meritorious Service Medals, Joint Service and Air Force Commendation Medals, and the Selective Service System Meritorious, Exceptional, and Distinguished Service Awards.
Keith was born in Holden, West Virginia, but spent the majority of his early years in Titusville, Florida. He and his wife, Debbie, raised four sons and have 10 grandchildren.
Everyone at the Agency, and especially Region II at Region II Headquarters, will always remember his enthusiasm and how he treated each one of us like family. He would always say to his staff: “You are second to none!”
